Job Description
The Monitoring & Evaluation (M&E) department at the Gavi Secretariat is responsible for leading the design and implementation of Gavi's monitoring and evaluation activities, with the aim of ensuring that valid, reliable and useful information is available to inform decision-making and improve accountability to successfully deliver on the Alliance strategy.


This is a leadership position within the M&E department, leading the country-focused performance monitoring and measurement to:
  • strengthened measurement and accountability for delivering on country immunisation programme performance with Gavi support;
  • enhanced use of performance data to inform development of country-level strategies to improve immunisation outcomes with Gavi support; and
  • lead and coordinate cross-Alliance data strategy to support sustainable improvements in the availability, quality and use of country data to improve immunisation outcomes.
Main Duties/Responsibilities

  • Co-lead the development and implementation of Gavi's overarching monitoring and accountability framework.
  • Provide strategic leadership for ensuring robust measurement of country immunisation programme performance and strengthening country data systems and use:
    • Lead development and implementation of Gavi's strategy for measurement of country immunisation programme performance: ensuring development of quality accountability frameworks with robust measurement of metrics and target setting, theories of change established, and enabling use of this information for improved investment strategies to improve immunisation outcomes through Gavi support;
    • Lead refinement and implementation of the Gavi data strategy, including collaborating with Vaccine Alliance partners to plan, manage and monitor investments (annually >$80M) to catalyse improvements in the availability, quality and use of country data (i.e. immunisation coverage and equity data, disease surveillance, vaccine safety, other M&E systems) to address barriers to vaccine uptake and increase immunisation coverage and equity;
    • Oversee the production and updating of relevant communication materials, documents, guidelines, standard operating procedures, tools, templates, analyses, and trackers;
    • Lead other work streams on behalf of the M&E team as needed.
  • Team management of regional and country M&E focal points, including responsibility for project budgets and work plans, delivery and backstopping on key priorities and deliverables and performance management and development of staff.
  • Support country M&E focal points through deeper engagement with priority countries to develop and implement country performance measurement and data strengthening strategies.
  • Represent Gavi and support senior management engagement in relevant internal and external global dialogues and meetings as needed.
  • Participate in country team meetings and missions on an as-needed basis.
  • Participate as a member of the M&E management team.
  • Contribute to development of Gavi governance and strategic positioning papers, team presentations, senior management briefing notes, etc. as needed.
  • Provide quality advice and participate in cross-team projects and initiatives, including development of Gavi's strategy for 2021-2025.

Work Experience

  • A minimum of 12 years of professional experience including a mix of:
1) Strategy development and/or management consulting in multiple countries; 2) Working experience in measurement of programme/grant performance and/or strengthening country data systems and use; and 3) Management and professional development of high performing teams;
  • Experience with immunisation programme-related data tools and approaches in low and or middle income countries is highly desirable;
  • Demonstrated ability to lead strategy development and identify practical solutions/guidance to strengthen the availability, quality and use of country data for action;
  • Conduct and communicate quantitative and qualitative data analysis;
  • Understanding of multilateral agencies and key public health donors is required, and experience with a public private partnership model is an asset.

    • Knowledge of programme performance data and its use for monitoring and accountability;

    • Familiarity with results frameworks and development of theories of change is required;
  • Proven ability to work independently, under pressure, demonstrating initiative and flexibility;
  • Excellent logical thinking and strategy development/implementation is required;
  • Excellent organisational and planning skills and drive for results;
  • Excellent oral and written communication skills and ability to exercise tact and discretion;
  • Ability to lead and influence others to ensure delivery of results;
  • Exceptional inter-personal skills and ability to work effectively in a collaborative manner in a multicultural environment and establish harmonious working relationships.
Languages

  • Written and spoken fluency in English;
  • Other UN languages highly desirable, particularly French.
Academic Qualifications

  • PhD or Masters degree in Business Administration, Public Health, Public Policy, International Development or other relevant field.
  • Training in public health, programme monitoring and performance management highly desirable.
