My name is Isti from Indonesia. 

I am currently researching cold chain maintanance practice in Indonesia focusing on Planned Preventive Maintanance. A little background for the PPM practice in Indonesia; several districts have implemented PPM and has a dedicated budget line for Cold chain maintanance via third-party/outsource under EPI unit. The cost was around 20USD/per unit (refrigerator, freezer) where technician will conduct a routine PPM 2-3 time per year/unit. 

As the country implementing a one gate policy for drug and vaccine, the supply chain is now under a separate unit in Pharmaceutical and Medical Devices. Every year, the Pharmaceutical and Medical Devices Unit has a dedicated budget line for Medical Equipment maintanance services: calibration, functional test, etc, but excluding Vaccine Cold Chain Equipment.

My question is "How Vaccine CCE different from other Medical Equipements/Device so that it's excluded from the general medical equipment?

I really appreciate any comment or if you have any experience in Cold Chain maintanance in other country particulalry on outsourcing these services.
