CTC Consultant, WHO- Geneva

WHO is looking for consultant support for 4 months  to work on  Controlled Temperature Chain (CTC) country implementation
oversight and strategy development.  Further details in the attached. Overview: The agenda for the Controlled Temperature Chain (CTC) has made great strides in recent years with a growing track record of downstream, country-level success through field implementations across multiple countries using the Meningitis A vaccine as it is introduced into the Expanded Program on Immunization (EPI). Likewise, there has also been upstream, supply-level progress as an increasing number of new and existing vaccines are considered by manufacturers and regulatory authorities for compatibility with this novel approach to vaccine delivery which allows vaccines to be used outside of the cold chain under specific, monitored conditions. Following the impressive achievements of the pilot and uptake efforts associated with CTC and the MenAfriVac vaccine, other vaccines are slotted to follow suit and similar activities are expected to yield important data in support of the CTC approach and the benefits it offers in terms of addressing supply chain challenges and improving coverage and equity. The CTC Working Group, established in July 2016 under the Immunization Practices Advisory Committee (IPAC), recently identified four priority vaccines for CTC, for which individual roadmaps are under development. Immediate activities requiring implementation in line with these roadmaps and Global Vaccine Action Plan objectives, as well as committed deliverables under a Bill and Melinda Gates Foundation grant, are the piloting of Human Papillomavirus (HPV) Vaccination using a CTC in at least two countries and similar planning for an Oral Cholera Vaccine. Description of duties: The Consultant will assist the Supply, Technologies, and Financing (STF) team within the Immunization Vaccines and Biologicals (IVB) Department of WHO and the Secretariat of the CTC Working Group, located in WHO headquarters in Geneva, Switzerland, in specific technical tasks associated with project planning and oversight. The Consultant will be responsible for protocol design and finalization, development of training materials, and overall project supervision and reporting. The consultant will also be expected to assist with consolidating and summarizing data for the project team, assisting with analyses, producing materials required for WHO review processes including presentation slides, and other tasks as appropriate. Qualifications required: Bachelor’s degree required.
Advanced degree in public health, health policy and management, healthy systems, global/international health preferred. Experience: At least 7 years of professional work experience in the international health sector (either public or private).
At least 2 years of experience in immunization in low-resource environments.
Demonstrated experience in working with local Ministries of Health on immunization supply chain and logistics issues, as well as vaccine-related implementation research.
Familiarity with WHO preferred. Skills and Knowledge: Demonstrated problem solving and analytic skills.
Highly organized, self-directed and self-motivated.
Strong written communication and mature interpersonal skills.
Proficiency in Microsoft Excel.
Ability to work successfully in a small team environment. Language requirements: Fluency in written and oral English, with proficiency in French a strong advantage. Place of assignment: Applicant will be required to work from the WHO Headquarters Geneva office. Relocation support will not be available. Chemonics International, Inc. seeks a Commodity Security Specialist for the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. Order Management: Coordinate and support efforts to ensure timely RO entry by field offices against established lead times and validated supply plans. Support monitoring of adherence to lead times and adherence to protocol for emergency orders. Support efforts to optimize Country Programs collaboration with GSC, collaborating with the GSC Deputy Director and Optimization Manager. Promote optimization of Country Programs touch-points with GSC, to include continued improvement of lead time calculation, execution of unsigned ROs, sharing of GSC processes and work flows with field offices, and import waiver approval and customs clearance processes. In-country commodity management (for GHSC-PSM-run parallel supply chains, 1PLs, and/or 3PLs): Support the design and promotion of tools and systems for enhanced MD oversight of FO processes, working with Systems Strengthening Specialists and Process Improvement Specialists. This includes, but is not limited to, ensuring appropriate HR frameworks are in place (JDs and org charts), establishing minimum guidelines for monitoring of FO inventory and expiry management, and establishing minimum guidelines for one PL and 3 PL management. Data visibility / performance improvement: Support efforts to enhance data visibility of country-specific commodity data, to include LMIS reporting rates, order fill rates, on time delivery, stock status, and expiry rates, collaborating extensively with the GHSC-PSM M&E and MIS teams. Monitor trends from the quality management unit and incident reporting team for areas impacting commodity security. Participate in routine M&E reviews of country and GSC metrics. Leverage information from existing platforms such as the Procurement Planning and Monitoring Report (PPMR) and the Procurement Planning and Monitoring Report for malaria (PPMRm). Cross-cutting commodity security issues: Ensure appropriate oversight of broader global or country-level factors impacting commodity security, working closely with TO Directors, Managing Directors, and FO points of contact to account for donor plans/initiatives, clinical issues, adoption of WHO guidelines, and country-level campaigns. Qualifications Master’s degree in public health or management-related discipline required. Minimum 6 years of experience in pharmaceutical supply chain management or health programming; experience with international development and HIV/AIDS, family planning, and/or malaria programs preferred. Ability to support teams to create efficiencies and lead programmatic transformation in large, complex, global public health programs. Ability to work with U.S. and foreign governments and cooperating partners in implementing complex programs. Consultancy Opportunity UNICEF Supply Division Terms of Reference Technical Assistance in Cold Chain Supply Systems: Field Evaluation of Performance of Essential Cold Chain Technologies Duration Full time equivalent of 3 months, completed over maximum of 6 months Background and Purpose As countries are scaling vaccination programmes, more and more focus is placed on ensuring that the cold chain is maintained. Countries expanding their immunization programmes are investing in cold chain system strengthening, and additional funding is becoming available through various sources. Yet, little information is available on challenges in commissioning of technologies and their performance in the field. UNICEF conducted a mini review of past procurement experiences in 2014, focussing in Walk-in Cold Rooms (WICs) and Walk-in Freezer rooms (WIFs) procured through UNICEF in 2012. Initial results showed significant lead times and challenges in commissioning equipment. For example, by July 2014, 70% of the equipment procured through UNICEF in 2012 were commissioned, 65% were reported to be functioning optimally and more than half of all end users reported problems during installation. The average lead time from procurement to delivery at national level was 7 months. Key recommendations from the survey requires UNICEF to examine and address the causal factors for WIC/WIFs not being operational in due time, including to obtain better understanding around lengthy transit times, delay in equipment installation and commissioning, technical problems encountered after commissioning of the equipment and user- and technician training. Hence, UNICEF, under the auspices of the GAVI Alliance Cold Chain Equipment task team, is seeking assistance in the form of a consultancy equivalent to 3 months full time work completed in maximum duration of 6 months, to assist with the development of a framework for in-country evaluation of cold chain technologies using WICs and WIFs as a proxy. The main purpose of the consultancy would be to document an outline of an evaluation protocol in collaboration with partners, reviewing available information in a systematic manner, and support such an evaluation in at least one country, highlighting priority areas in need of attention. Ensuring that sufficient, reliable cold chain infrastructure is available is critical, not only to ensure that vaccines remain effective, but also to prevent the loss of significant resources should costly vaccines be destroyed. These developments imply that adequate and functioning equipment need to be supplied in a timely manner. Also, in recent months, new technologies have come to market that not only will facilitate expansion of cold chain infrastructure in resource limited settings, but it could simplify and reduce investment costs and risks as well. Countries expanding their immunisation programmes are investing in cold chain system strengthening, and additional funding is becoming available through various sources. Yet, little information is available in the public domain on real needs and demand. UNICEF, under the auspices of the GAVI Alliance Cold Chain Equipment task team, is seeking assistance in the form of a consultancy equivalent to 2 months full time work completed in maximum duration of 4 months, to assist with the development of a framework for forecasting cold chain equipment needs and demands in priority countries. Vacancy: Consultant procurement specialist on vaccines, WHO

Background: Since 2011, the support from GAVI is defined according to the GNI per capita of each country. Therefore, as countries’ GNI grows, countries lose eligibility to GAVI support. In November 2013, the GAVI Board agreed to institutionalize a comprehensive graduation assessment for all currently and soon graduating countries, including the development of a costed graduation plan. Comprehensive assessments are meant to build on previous surveys, reviews and available analyses, and to be completed during one-week missions in graduating countries. The assessments cover all immunization related areas: immunization programme performance (immunization policy, coverage, routine immunization results and new vaccine introduction); immunization financing and co-financing; and institutional capacities (procurement management, human resources for health, regulation authorities mechanisms, NITAG and advocacy capacities and information systems). Objectives of the work to be performed: Under supervision of the Expanded Programme on Immunization (EPI) unit in the Department of Immunization Vaccines and Biologicals (IVB), and in consultation with the WHO regional offices, the consultant is expected to conduct the assessment of the vaccine procurement mechanisms of the country as part of the broader graduation assessment. The aim is to support countries setting in place an efficient and effective procurement system prior to graduation from GAVI support. Health Systems Strengthening (HSS) for Immunization Outcomes: Consultants and Experts' Pool

1. Background UNICEF supports countries in HSS and achieving national immunization goals, whereby the Vaccine Management System Strengthening, Communication for Immunization (C4I) & Demand Creation, Coverage Improvement with Equity in Routine Immunization Services, and Sustainable Financing for Immunization, are the main pillars. Recognizing that the HSS cash grants available to countries through the GAVI Alliance present an opportunity for UNICEF to support countries to identify and tackle their systemic bottlenecks and strengthen national immunization delivery systems to address the challenges of sustainable Routine Immunization and new vaccine introduction, UNICEF Headquarters, in close coordination with Regional Offices, is committed to strengthen the capacity of country programmes to support the development and implementation of national HSS proposals to GAVI. Health Systems Strengthening (HSS) for Immunization Outcomes The World Health Organization (WHO) has defined HSS as (i) the process of identifying and implementing the changes in policy and practice in a country’s health system such that the country can respond better to its health and health system challenges, and (ii) any array of initiatives and strategies that improves one or more of the functions of the health system, leading to better health through improvements in access, coverage, quality, or efficiency. In an effort to strengthen Routine Immunization and Equity & Coverage, in close coordination with WHO, UNICEF is leveraging the HSS framework to: a) Identify systemic bottlenecks through comprehensive Effective Vaccine Management (cEVM). This comprises an assessment & capacity development process that identifies areas for improving systemic weaknesses that interfere with achieving the “6 Rights” (Right products, Right quantities, Right place, Right time, Right condition and Right cost); b) Address these systemic bottlenecks through comprehensive systems Improvement Plans (cIP) linked to GAVI HSS funding, paving the way to better immunization outcomes, increased vaccination coverage, and more equitable access to immunization. NOTE: (i)UNICEF & WHO maintain a global roster of technical experts trained to support countries in conducting EVM Assessments and development of cIP. (ii) For Coverage Improvement with Equity, and Strengthening Financing of Immunization Mechanisms, UNICEF has developed methodologies which will be elaborated with parties selected from the initial round of Expression of Interest (EoI). 2. Purpose: Design, and support in the implementation of, GAVI HSS proposals The GAVI Alliance aims to boost the capacity of health and immunization services through HSS cash grants. Deliverables Immunization HSS Proposal Design Consultant: · Conduct (Advisor) /support (Project Manager) an assessment of the country’s readiness for engaging in the GAVI HSS process, develop recommendations for stakeholder engagement, and guide / support the GAVI HSS proposal development process including the analysis of existing documents, drafting of the proposal and identification of existing gaps that need to be addressed by the MOH and its partners. · Provide strategic and technical support to MOH and UNICEF Country Programme in preparation for the GAVI HSS proposal, which includes: o Leading (Advisor) / supporting (Project Manager) the planning process and design of a country-level strategy for developing the proposal and for building systems capacity as it relates to the implementation of the GAVI HSS Plan; o Leading (Advisor) / supporting (Project Manager) the collaborative design of a capacity development framework for anchoring the programmatic activities that will accompany the roll-out of the GAVI HSS Plan; o Working with the MOH / Immunization Programme, Human Resources and other departments, WHO and national stakeholders to develop a plan for training, refreshing and/or upgrading the skills of technician-level workforce and community-based workers to strengthen vaccine delivery systems in hard-to-reach areas; o Supporting the MOH to convene a consultation with key stakeholders and technical partners aimed at expanding strategic partnerships within the government and among civil society and private sector to support the implementation of the GAVI HSS activities and for developing a performance-based technical assistance plan to accompany the roll-out of the GAVI HSS; o Leading (Advisor) / supporting (Project Manager) consultations and engagement with technical partners and institutions at country and global levels in order to strengthen systems-based knowledge, interregional South-South collaborative systems and innovative learning models to address the HSS needs of the country; o Leading (Advisor) / supporting (Project Manager) the writing and submission of GAVI HSS proposal, including coordination of formal and informal inputs by stakeholders to ensure timeliness, completeness and consensus. Immunization HSS Plan Implementation Consultant: · Leading (Advisor) / supporting (Project Manager) the development of annual plans outlining the GAVI HSS funded activities, and ensure that annual programme plans are harmonized and integrated in the National and provincial health plans and budgets; · Leading (Advisor) / supporting (Project Manager) the development and dissemination of tools and implementation guidelines outlining procedures and responsibilities of Central Immunization department in the MOH and Provincial health directorates; · Leading (Advisor) / supporting (Project Manager) the establishment of mechanisms of coordination, information sharing and reporting between the provincial and central level, as well as among relevant MOH departments and partners; · Leading (Advisor) / supporting (Project Manager) the mapping exercise of technical assistance needs at all levels of the system, and finalize a capacity building plan in coordination with all partners, as a shared platform for contribution to the HSS programme; · Leading (Advisor) / supporting (Project Manager) the implementation of monitoring and implementation framework for the programme. 5.
