Background
Under the UN initiative for Universal Healthcare Coverage, a healthcare system can serve at its best only with access to right medicines and health products. As per WHO access to right medicines can be best ensured by proper selection and use of medicines, affordable prices for quality medicines and products, sustainable financing and reliable health system. Pharmaceuticals (medicinal products, vaccines, contraceptives, diagnostics, and medical supplies) constitute second highest item of expenditure after the manpower in any given health facility/hospital. Irrational use of medicines is prevalent at all levels of health care leading to wastage of scarce resources as well as reduced medication safety in patients. Emergence of antimicrobial resistance continues to pose a global problem in handling the management of infections. Counterfeit and substandard medicines also create an impediment in access to quality medicines. Medication and pharmaceutical management in hospitals can be one of the most cost-effective measures for appropriate use of scarce health care resources. Medication safety in patients can be best ensured if rational and appropriate uses of medicines are practiced. Medication management through a functional Drug and Therapeutics Committee (DTC) which is also referred to as Pharmacy & Therapeutics Committee (PTC) can provide an effective structure and tool to bring together all the relevant people to work jointly for promoting more efficient and rational use of medicines. For accreditation from National Accreditation Board for Hospitals and Healthcare (NABH) in India and by many accreditation boards in other countries, requirement of a functional DTC/PTC is mandatory.

Objectives
The program will provide the participants with the tools and techniques for Medication and Quality management in healthcare institutions. They will be exposed to real life situation to help them to find the practical solutions and implement them in their own settings.

The specific objectives of the program are:
• To enable participants, understand and comprehend the concepts and principles of pharmaceutical management and interventions to promote rational use of medicines in hospitals
• To facilitate appreciation and significance of Drug and Therapeutics Committees (DTCs) towards pharmaceutical management in hospitals with its goals, role, structure, and functions.
• To enable participants, understand issues related to quality & safety of medicines and supply chain management
• To understand antimicrobial resistance, approaches for containment and antibiotic policy
• To expose the participants to practical approaches in developing effective strategies for change.

Course Content
The course consists of discussion on following areas:
• Problem of irrational use of medicines
• Evidence based medicine
• Tools, interventions and strategies to improve medicines use
• Concepts of Formulary and Standard Treatment Guidelines, and Drugs & Therapeutics Committees, its
structure, and functions
• Formulary management
• Quality assurance of medicines
• Basic cost-effectiveness evaluation
• Field visit to hospital and hands on practice for Pharmaceutical management in Hospital
• Patient Medicines safety and Pharmacovigilance
• Medication errors
• Prescription audit
• Monitoring medicines use
• Antimicrobial resistance approaches for containment and antibiotic policy
• Pharmaceutical supply system including procurement and distribution
• Patient education
Participants
The program is meant for hospital managers, doctors, clinical pharmacologists, pharmacists and other public health professionals/officials from federal/central and state Ministries/ Departments of Medical & Health, government hospitals, corporate and other private hospitals interested in promoting rational use of medicines in the hospital through Drug and Therapeutics Committees (DTCs). Accredited hospitals having DTCs/PTCs may empower members to expand their knowledge and hospitals in process of constituting DTCs/PTCs can also nominate their professionals.

Training Approach
The program will use a mix of lecture by resource persons to introduce the lead concept and encourage active interaction by the participants through classroom discussions, group work and presentations. The course will be conducted in English.

Indian Nationals: Rs 37,500 per participant plus 18% GST
Foreign Nationals : USD 700 per participant plus 18% GST

The fees cover tuition fees, training material, stay in air-conditioning room (twin-sharing basis), breakfast, lunch, dinner, tea/coffee during the program and pick-up and drop from Jaipur airport/railway station/bus stand. Welcome dinner and short-trip to historical and cultural importance places in Jaipur would be offered by the University in honor of the participants. Participants would be encouraged to use library facilities. Around the clock internet facility (Wi-Fi) is available for the participants.

In light of recent outbreaks of measles and other vaccine-preventable diseases in Europe, the Sabin Vaccine Institute (Sabin), in partnership with the O'Neill Institute for National and Global Health Law at Georgetown Law, conducted a review of immunization legislation in the region in 2018. The resulting report, Legislative Approaches to Immunization Across the European Region, examines how countries have approached immunization legislation, ranging from voluntary or recommended (the state asks that individuals seek out immunization) to mandatory (the state requires that individuals are immunized).

This study is the first and only systematic review of immunization legislation that includes all 53 countries in the region and provides a comprehensive overview that can be used by countries as a point of reference when evaluating legislative frameworks for immunization. This is a first step down an important path not only to begin to track changes in legislation for immunization, but also to see what impact they may have. The review reflects previous studies in that there is not “best approach” to immunization coverage, but rather encourages future study for correlation, and enforces that various factors – social, political, historical and economical – must be considered carefully by policy makers prior to implementing legislation.

In this webinar, we will walk through the report’s findings with Dr. Bruce Gellin, president of Global Immunization at the Sabin Vaccine Institute, and Katie Gottschalk, executive director of the O'Neill Institute for National and Global Health Law at Georgetown Law.

Participants will have the opportunity to participate in a Q&A Session with our research team. A recording of the webinar will also be available after its conclusion.

The 11th Global Health Supply Chain Summit (GHSCS) will be held over three days, November 28-30, 2018 in Lusaka, Zambia. The summit will focus on accelerating global health supply chain excellence through better supply chain system design, innovative financing for health supply / demand / performance, and deployment of new technologies (e.g., drones, sensors, digital health, etc.) & integrated information systems. Workshop Title:
Using a Theory of Change and whole of SCM labor market approach to catalyze country investments to improve HR for SCM: A practical toolkit

Background:
The provision of quality health commodities is paramount, if ‘Good Health and Well Being’ (SDG3) is to be obtained for all. Key to reaching this reality is the development of a competent and supported workforce to manage health supply chain systems, particularly in low and middle-income countries. This session will explore how whole of labor market approaches and Theory of Change methodology can help us better understand the health SCM HR environment to prioritize future HR investments in the sector. Further, the session will explore a more simplified approach for countries to assess the status of their own HR systems and plan to improve them.

Objectives:
At the conclusion of this session participants will:
· Define the existing HR for SCM issues facing health supply chains
· Understand the role of whole of labor market approaches and Theory of Change to better understand HR issues within the health SCM sector
· Consider how a detailed understanding of the current HR situation is critical to determine priority interventions and also easy to do
· Apply approaches and lessons learnt to their local country context.

Population size estimates and mapping populations are important to adequately respond to health issues in high-risk​ groups. They are needed for advocacy, to develop programs, and to plan, implement and monitor interventions. This information also helps provide an understanding of the social determinants of health and identify needed revisions in policies and laws. The workshop will provide intensive training in the concepts of mapping and size evaluation. Participants should leave the workshop with:

- Knowledge of methods for collecting size estimation data and an understanding of approaches most appropriate for their respective settings;
- Working understanding of the uses of population size estimates for policy and programming;
- Skills needed for analyzing and reconciling size estimation data;
- Understanding of approaches to estimating program coverage
- A step-by-step plan for coming up with national level size estimates for any of several high-risk groups

This workshop is designed to build the capacity of professionals to use population information, produce local and national estimates, understand the scope of the problem, set targets, estimate resources needed and plan appropriate interventions. The key topics being covered are:

Refrigerated vehicles are crucial in the delivery of life-saving vaccines. Programmes that depend on one or a small number of refrigerated vehicles may be seriously impeded if a vehicle breaks down or is unable to maintain the temperature range that is required for the safe storage of vaccines.

On behalf of the WHO Performance, Quality and Safety (PQS) Secretariat, we are delighted to invite your response to our survey on the use of refrigerated vehicles in immunization programmes.

The purpose of this survey is to gather information on the performance of refrigerated vehicles that are at least three years old. This information will be used to help PQS develop standards for refrigerated vehicles that meet the needs of immunization programmes. The information you provide will be extremely valuable to WHO PQS and the WHO Expanded Programme on Immunization (EPI).

The survey can be accessed by clicking on the following link: https://www.surveymonkey.com/r/PQSrefrigeratedvehicle. The survey will remain open until October 31, 2018.

Please complete this survey for each vehicle that has been in regular use for more than three years for the purpose of carrying vaccines or other temperature sensitive pharmaceuticals. It features over 400 unit costs that can be used by national and international immunization stakeholders for budgeting, planning and policy-making purposes.

The Strategic Advisory Group of Experts (SAGE) on Immunization was established by the Director-General of the World Health Organization in 1999 to provide guidance on the work of WHO. SAGE is the principal advisory group to WHO for vaccines and immunization. The program is designed primarily with a focus to assist the countries/national health system programs to address the challenges and provide technical guidance for establishing a robust quality assurance framework for ensuring good quality of medicines despite resource limitations

The Program fee for Foreign participants is USD 700 per participant plus 18% GST

The fees covers tuition fees, training material, stay in air-conditioning room (twin-sharing basis), breakfast, lunch, dinner, tea/coffee during the program and pick-up and drop from Jaipur airport/railway station/bus stand.

For accommodation on single occupancy basis USD 20 per day will be charged extra. Welcome dinner and short-trip to historical and cultural importance places in Jaipur would be offered by the University in honour of the participants. Participants would be encouraged to use library facilities. Round the clock internet facility (Wi-Fi) is available for the participants.

The travel tickets from the country of origin to Jaipur and vice versa are to be borne by the participant/sponsoring agency.

Under the UN initiative for Universal Healthcare Coverage, a healthcare system can serve at its best only with access to right medicines and health products. As per WHO access to right medicines can be best ensured by proper selection and use of medicines, affordable prices for quality medicines and products, sustainable financing and reliable health system. Pharmaceuticals (medicinal products, vaccines, contraceptives, diagnostics, and medical supplies) constitute second highest item of expenditure after the manpower in any given health facility/hospital. Irrational use of medicines is prevalent at all levels of health care leading to wastage of scarce resources as well as reduced medication safety in patients. Emergence of antimicrobial resistance continues to pose a global problem in handling the management of infections. Counterfeit and substandard medicines also create an impediment in access to quality medicines. Medication and pharmaceutical management in hospitals can be one of the most cost-effective measures for appropriate use of scarce health care resources. Medication safety in patients can be best ensured if rational and appropriate uses of medicines are practiced. Medication management through a functional Drug and Therapeutics Committee (DTC) which is also referred to as Pharmacy & Therapeutics Committee (PTC) can provide an effective structure and tool to bring together all the relevant people to work jointly for promoting more efficient and rational use of medicines. For accreditation from National Accreditation Board for Hospitals and Healthcare (NABH) in India and by many accreditation boards in other countries, requirement of a functional DTC/PTC is mandatory.

Objectives
The program will provide the participants with the tools and techniques for Medication and Quality management in healthcare institutions. They will be exposed to real life situation to help them to find the practical solutions and implement them in their own settings.

The specific objectives of the program are:
• To enable participants, understand and comprehend the concepts and principles of pharmaceutical management and interventions to promote rational use of medicines in hospitals
• To facilitate appreciation and significance of Drug and Therapeutics Committees (DTCs) towards pharmaceutical management in hospitals with its goals, role, structure, and functions.

The program is meant for hospital managers, doctors, clinical pharmacologists, pharmacists and other public health professionals/officials from federal/central and state Ministries/ Departments of Medical & Health, government hospitals, corporate and other private hospitals interested in promoting rational use of medicines in the hospital through Drug and Therapeutics Committees (DTCs). Accredited hospitals having DTCs/PTCs may empower members to expand their knowledge and hospitals in process of constituting DTCs/PTCs can also nominate their professionals.

Training Approach
The program will use a mix of lecture by resource persons to introduce the lead concept and encourage active interaction by the participants through classroom discussions, group work and presentations. The course will be conducted in English.

In light of recent outbreaks of measles and other vaccine-preventable diseases in Europe, the Sabin Vaccine Institute (Sabin), in partnership with the O'Neill Institute for National and Global Health Law at Georgetown Law, conducted a review of immunization legislation in the region in 2018. The resulting report, Legislative Approaches to Immunization Across the European Region, examines how countries have approached immunization legislation, ranging from voluntary or recommended (the state asks that individuals seek out immunization) to mandatory (the state requires that individuals are immunized).

This study is the first and only systematic review of immunization legislation that includes all 53 countries in the region and provides a comprehensive overview that can be used by countries as a point of reference when evaluating legislative frameworks for immunization. This is a first step down an important path not only to begin to track changes in legislation for immunization, but also to see what impact they may have. The review reflects previous studies in that there is not “best approach” to immunization coverage, but rather encourages future study for correlation, and enforces that various factors – social, political, historical and economical – must be considered carefully by policy makers prior to implementing legislation.

In this webinar, we will walk through the report’s findings with Dr. Bruce Gellin, president of Global Immunization at the Sabin Vaccine Institute, and Katie Gottschalk, executive director of the O'Neill Institute for National and Global Health Law at Georgetown Law.

Conference Purpose:
The 11th Global Health Supply Chain Summit (GHSCS) will be held over three days, November 28-30, 2018 in Lusaka, Zambia. The summit will focus on accelerating global health supply chain excellence through better supply chain system design, innovative financing for health supply / demand / performance, and deployment of new technologies (e.g., drones, sensors, digital health, etc.) & integrated information systems. Participants will hear about case studies, strategies, and frameworks from practitioners and academics in the above themes of this year’s summit.

As in the previous conferences, the summit will assemble an impressive group of practitioners and experts from the global health supply chain field including academics, country planners, NGOs, logistics practitioners, pharmaceutical industry, and donor representatives.
The organisers encourage both English and French speaking presenters and participants - French-English and English-French simultaneous translation will be provided during the conference.

Workshop Title:
Using a Theory of Change and whole of SCM labor market approach to catalyze country investments to improve HR for SCM: A practical toolkit

Background:
The provision of quality health commodities is paramount, if ‘Good Health and Well Being’ (SDG3) is to be obtained for all. Key to reaching this reality is the development of a competent and supported workforce to manage health supply chain systems, particularly in low and middle-income countries. This session will explore how whole of labor market approaches and Theory of Change methodology can help us better understand the health SCM HR environment to prioritize future HR investments in the sector. Further, the session will explore a more simplified approach for countries to assess the status of their own HR systems and plan to improve them.

Objectives:
At the conclusion of this session participants will:
· Define the existing HR for SCM issues facing health supply chains
· Understand the role of whole of labor market approaches and Theory of Change to better understand HR issues within the health SCM sector
· Consider how a detailed understanding of the current HR situation is critical to determine priority interventions and also easy to do
· Apply approaches and lessons learnt to their local country context.

Population size estimates and mapping populations are important to adequately respond to health issues in high-risk​ groups. They are needed for advocacy, to develop programs, and to plan, implement and monitor interventions. This information also helps provide an understanding of the social determinants of health and identify needed revisions in policies and laws. The workshop will provide intensive training in the concepts of mapping and size evaluation. Participants should leave the workshop with:

- Knowledge of methods for collecting size estimation data and an understanding of approaches most appropriate for their respective settings;
- Working understanding of the uses of population size estimates for policy and programming;
- Skills needed for analyzing and reconciling size estimation data;
- Understanding of approaches to estimating program coverage
- A step-by-step plan for coming up with national level size estimates for any of several high-risk groups

Refrigerated vehicles are crucial in the delivery of life-saving vaccines. Programmes that depend on one or a small number of refrigerated vehicles may be seriously impeded if a vehicle breaks down or is unable to maintain the temperature range that is required for the safe storage of vaccines.

On behalf of the WHO Performance, Quality and Safety (PQS) Secretariat, we are delighted to invite your response to our survey on the use of refrigerated vehicles in immunization programmes.

The purpose of this survey is to gather information on the performance of refrigerated vehicles that are at least three years old. This information will be used to help PQS develop standards for refrigerated vehicles that meet the needs of immunization programmes. The information you provide will be extremely valuable to WHO PQS and the WHO Expanded Programme on Immunization (EPI).

Please complete this survey for each vehicle that has been in regular use for more than three years for the purpose of carrying vaccines or other temperature sensitive pharmaceuticals. It features over 400 unit costs that can be used by national and international immunization stakeholders for budgeting, planning and policy-making purposes.

Realistic and reliable immunization delivery cost evidence that is available at the right time and in the right format can help countries better advocate, plan, budget, and make programmatic decisions. The IDCC provides this data in an easily accessible, searchable web tool and downloadable Excel file. Over 400 immunization delivery unit cost estimates are included, all standardized to 2016 USD for easy referencing and use. The IDCC and companion products are available on the Immunization Economics platform (immunizationeconomics.org/ICAN).

The program is designed primarily with a focus to assist the countries/national health system programs to address the challenges and provide technical guidance for establishing a robust quality assurance framework for ensuring good quality of medicines despite resource limitations

The Program fee for Foreign participants is USD 700 per participant plus 18% GST

The fees covers tuition fees, training material, stay in air-conditioning room (twin-sharing basis), breakfast, lunch, dinner, tea/coffee during the program and pick-up and drop from Jaipur airport/railway station/bus stand.

For accommodation on single occupancy basis USD 20 per day will be charged extra. Welcome dinner and short-trip to historical and cultural importance places in Jaipur would be offered by the University in honour of the participants. Participants would be encouraged to use library facilities. Round the clock internet facility (Wi-Fi) is available for the participants.

The travel tickets from the country of origin to Jaipur and vice versa are to be borne by the participant/sponsoring agency.

 Early Bird Discount: Nominations received with payments on before 4-weeks (27th August 2018) will be entitled to an early bird discount of 10%.
