How do i assess the guidebook

I think there should be a link to this paper on TechNet-21's Resources - Coverage Surveys page in the section named Methodological Publications. Thank you. The comments below are about the TechNet-21 website, and not about this resource: p.s. This comment form is confusing and may discourage comments. I don't think a user should be required to submit a rating at the same time we submit a comment. Please make the ratings optional. p.p.s. I think the ratings should be re-labeled. It is not clear that this is MY rating...because the label is vague (Overall thought...could be everyone else's overall thought). Relabel to: Your rating of reference: p.p.p.s. I don't think that any rating should be filled by default. The fact that there are 3 stars there makes me think it is an average of other people's ratings but instead it is my rating...I think the user should have to take the step to enter a rating if they want to submit one. p.p.p.s. There are only 5 stars showing but it is a 10 star rating system?!? That is confusing, too. I think people expect the number of stars to correspond to the numbers in the rating system.
