I think that it true that 5 dose vial of measles vaccine will actually reduce wastage and encourage higher coverage for the following reasons;
1. Measles vaccine after reconstitution should be discarded after 6 hours. Using the 10-dose vial there may be not enough clients before the end of session; which could bring about some doses wastage. But with a 5-dose vial, less doses will be reconstituted and less wastage will be anticipated with good handling. ( instead of wasting 9 doses of the vaccine it will be now just 4 doses).
2. As for increased coverage, it will be achieved as the thought of wastage with low number of clients will be the thing of the past. The 5-dose vials will encourage use of the vaccine to handle missed opportunities, encouraging client flow to the health facilities, and thereby increasing the immunity level of the given population.
