This edition looks at a reality many teams face in 2026: community-based surveillance can be functioning, alerts can be timely, and dashboards can be active, yet action still does not move at the same speed. When fuel, supplies, referral capacity, and rapid confirmation are constrained, the system sees cholera coming but cannot move, and deaths become the key performance indicator by default.
