POST 01221E: COLD CHAIN EQUIPMENT 3 FEBRUARY 2008 Follow-up on posts: 01218, 01216E, 01214E ---------------------------------------------------------------------------------------- This posting has two contributions on the cold chain. In the first, Vikram Singh suggests how equipment prices can be made competitive. Then Soren Spanner responds to John Llyod, Lora Shimp and Mogens Munck. He also shares with us UNICEF’s questionnaire to assess cold chain equipment status. *************************************************************** Dear members, I will like to express my concern regarding cold chain procurement. The major issues are: 1. Though WHO has moved from PIS to PQS, only two manufacturers supply the major quantity of the WHO pre-qualified equipment. 2. Being only two, in any of the bidding process the prices offered are not competitive. 3. The basic technology is the same and so the country EPI mangers should motivate manufacturers of refrigerators and Freezers in their country to produce equipment as per WHO specifications and subsequently submit their equipment (to the WHO accredited Lab) for WHO prequalification. 4. This may, to a great extent, help in bringing down the prices to a competitive level. 5. The country and regional offices of WHO may make efforts for getting some good labs to be WHO accredited for testing the equipment. We should have a good network of these labs, so as to encourage and facilitate any emerging manufacturer to produce equipment as per WHO standards. 6. At present, the numbers of these labs are very, very limited and the suppliers who already have a good market in the domestic sector are not interested in sending their equipment outside the country for testing. (That is also info for Lora) As for your budget, I think it is a bit inflated. The training course is for ONE week and there are no expats. The total cost of training 15 technicians is approx. US$ 5000. That is excluding motor bikes, since the technicians use public transport or other existing means of transport. I have developed a new tool-kit which can be used for both R134a and HC, it is EUR 2,400 you would need one per state and a small kit for each district EUR 725 each We have recently procured 40 and 280 units respectively. We have tried in some states, without much success, to outsource the repair. Like in Kolkotta the company charged a CFC-free unit with CFC gas! In Europe, 20 or 30 years ago, refrigerators were repaired, it paid. In India, nowadays, refrigerators are repaired, it pays. John, Nice to see that you are still idealistic, I am idealistic too but also realistic. In many countries scrapped equipment cannot be written off, I am sure you have seen MoHs filled with scrapped cars and refrigerators. I agree that we should work on it, I have tried in many countries and have always had the same answer…..it is not possible. I also support planned equipment replacement, but it is mostly very difficult because it is donor driven.
