What is the Decision-Making Resource Catalogue?

The Decision-Making Resource Catalogue is a repository of existing tools, databases, and guidance documents that can be used as the basis for the collection of high-quality evidence to support vaccine decision-making. The repository is not intended to be prescriptive as to what a country should consider relevant decision-criteria or what high-quality evidence resources should be considered as part of a decision-making process. Rather, it provides an overview of available resources and examples of decision-criteria these resources could inform that should not be considered limiting.

Who is the intended user for the repository?

The repository is intended for use by the following key stakeholders at the national level: country- level decision-makers at all levels (national and subnational) in the health sector and other government sectors, including the Ministry of Finance; national immunization programme (NIP) managers; immunization partners at the national, regional and global levels (e.g. WHO, UNICEF) and local and international nongovernmental organizations (NGOs) and civil society organizations (CSOs); policy-making bodies at national and subnational levels, such as the National Immunization Technical Advisory Group (NITAG); and entities that coordinate the immunization and health activities of countries, such as the Interagency Coordination Committee (ICC) and/or the Health Sector Coordination Committee (HSCC).

When do I use the repository?

The repository can be used as the basis for selecting decision-criteria for the decision-making process, e.g. when using the CAPACITI decision-support tool, and the collection of high quality evidence for the selected decision-criteria.

How do I navigate the repository?

The repository is organized by decision-criteria. To start your search for resources you may click on any of the main decision-criteria categories or sub-categories. This will navigate you to an overview page of all resources included in the sub-category of your choice. By clicking on any of the resources listed on the overview page you will arrive at the resource-specific synopsis page. For each of the included resources a synopsis is provided that summarizes key information about the resource that will help you identify the most relevant resource for your purpose. To compare several resources at the same time, you may select multiple resources to compare using the ‘compare resources’ button at the top right of the webpage.

What resources are included in the repository?

The Decision-Making Resource Catalogue is a repository of already existing tools, databases, and guidance documents that can be used as the basis for selecting criteria for the decision-making process and the collection of high-quality evidence to support the criteria. The WHO Immunization, Vaccines and Biologicals department performed a landscape analysis to identify relevant resources for inclusion in the repository, which was reviewed for completeness by IVIR-AC, the CAPACITI Steering Committee and CHOICES. 

Are all resources included in the repository validated by WHO?

Although many resources are developed by WHO there are resources developed by external partners. In the synopsis of each resource users can find ‘notes on the development (if available)’ to support users in reaching a judgment on whether the use of a specific resource would be appropriate in their context.

What information is available for each resource?

The synopsis of each resource includes information on the purpose, type of source, date of publishing, publisher, a tag to indicate relevance only to a specific vaccine, description, example of criteria that the resource can inform, as well as an example of evidence that can be extracted, and if available notes on the development process. For each resource we highlight in the synopsis which criteria categories it can help inform. The criteria categories ascribed to each resource in the synopsis should not be considered limiting, the user can use the resource for other criteria if suitable.

What is the compare resources feature?

For each of the included resources a synopsis is provided that summarizes key information about the resource that will help you identify the most relevant resource for your purpose. To compare several resources at the same time, you may select multiple resources to compare using the ‘compare resources’ button at the top right of the webpage once you have navigated to the overview page for a specific sub-category of your choice.

Do I need to be online to access the repository?

To access the TechNet webpage an active internet connection is required. The link of any webpage in the repository can be saved or shared for access at a later point in time. How was the repository developed?

This repository is curated by Dijana Spasenoska, Maarten Jansen and Raymond Hutubessy and developed with feedback from the WHO Immunization, Vaccines and Biologicals department, IVIR- AC, the CAPACITI Steering Committee and CHOICES Advisory Board.

How frequently is the repository updated?

The repository is updated ad-hoc as new guidance becomes available or current guidance is updated. TechNet users can recommend inclusion of new resources in the repository whenever they upload their resources to the TechNet website.
