Practical guide for the implementation of post-campaign [vaccination] coverage surveys (PCCS)

The new World Health Organization (WHO) Vaccination Coverage Cluster Surveys: Reference Manual seeks to improve the quality of vaccination coverage surveys by improving sample representativeness and reinforcing measures to reduce bias. The main difference in comparison to previous guidelines is the method of selecting clusters and households for inclusion in the survey to ensure that samples are representative. Another important change is the addition of weighted analysis, which reflects the selection method in estimates arising from the sampling process. As with the previous guidance, it is crucial to conduct survey operations, data collection and data cleaning with the utmost rigour to avoid introducing bias into the final results.

This field guide focuses on surveys conducted after mass vaccination campaigns against measles and rubella, or post-campaign coverage surveys (PCCS), and is aligned with the Reference Manual¹. It is based on the experiences of experts who have used the new survey guidance to conduct such surveys in several countries and is aimed at anyone involved in the PCCS at any stage, including planning, monitoring implementation and analysing and disseminating the results at the country level and among partners.
