Designing and Evaluating Zero-Dose Programs with Theory-Based Approaches: A Toolkit

This toolkit, designed by the Gavi-funded Zero-Dose Learning Hub, provides practical guidance for designing, monitoring, and evaluating immunization efforts aimed at identifying and reaching zero-dose and under-immunized children. Developed as a plain-language resource, this tool helps government stakeholders, donors, and implementers to build measurement plans grounded in theories of change and evidence. The toolkit also guides users to adapt these plans throughout implementation and use findings to strengthen both programs and evaluation practices.
