following comments on Bob Chen's posting.

Bob Chen brought up an important aspect about the budgeting funds to the
waste management. It was already in the report of SIGN conference of 2003,
where WHO requested “…all donors and lenders who finance injectable
products (i.e. vaccines, contraceptives, and medications) also to finance
appropriate quantities of single use injection devices, single dose
diluents, safety boxes, and the cost of sharps waste management.â€
