The Zero-Dose Learning Hub’s new Theory-Based Evaluation Toolkit supports governments and partners in designing and evaluating programs using theories of change that surface assumptions, risks, and contextual factors.

Drawing on lessons and case studies from Bangladesh, Mali, Nigeria, and Uganda, the toolkit supports real-time learning and adaptation during implementation.
