It is recommended to count the vial/doses per vial on the month it is opened. Anyway, the actual number of doses administered can be based on the actual number of target vaccinated for each month.
In the context of vaccine wastage, the monitoring should be done continuously and reported data should be cumulative from the beginning of the year to the current reporting date. This way the potential confusion or double reporting will be avoided.

For the month of February, the # of opened vial wasted is negative because the remaining doses from the opened vials in January have been used for February vaccination sessions. The opened vial wastage rate in January appears higher because part of this has been the unused doses for the month, which in the context of DTP-CV MDVP application remains useful for the following month.
Therefore, the opened vial wastage for vaccine that can be used for the next sessions monthly wastage rate calculation is not relevant. The cumulative opened vial wastage should be calculated and monitored instead (Ex: 6% for January through February).
