Assessment of Effective Vaccine Management in the Builsa South District of the Upper East Region of Ghana.

Dear Memebers,
I am pursuing my masters degree and I want to conduct EVM in one of the rural districts in the Upper East region of Ghana. I stated the following objectives as part of my theses.

General Objective
The purpose of this study is to assess the effectiveness of vaccine management in the Upper East Region, Ghana.

Specific Objectives
1. To assess the effectiveness of temperature control systems for vaccines and diluents in the region
2. To assess the effectiveness of vaccine stock management systems and procedures
3. To assess the effectiveness of distribution of vaccines between each level in the supply chain
4. To assess the effectiveness of adoption and implementation of appropriate vaccine management policies and procedures by facilities
5. To assess the effectiveness of information systems and supportive management functions.
6. To assess the knowledge of vaccine handlers at service delivery points on vaccine temperature and handling expected outcomes.

However, my lecturer told me that my specific objectives should be maximum of three. Therefore, I would be grateful if any member could help me out by re-stating my objectives in a better way than this for me.

Dear Colleague,

The core and resulting basic parameters of EVM are :

Evailability -Quality and Efficiency.

What yo have listed can be then subsections of these 3
parameters.

To respond to your lecturer's suggestion to restate the objectives, I think you have two options:

Firstly, you could reword the objectives but retain the broad focus of conducting an EVM assessment and interpreting ALL the results (E1-9, M1-4). The issue here is that the assessment will give you a LOT of data on every aspect of vaccine management, maybe too much for your dissertation. Depending on your goals, this may be so broad that you cannot focus on specific areas. For an example, see any of the EVM Reports here:

These are for entire countries, and also include an improvement plan, but your dissertation might end up looking a bit like this for your district. If this is something you want, you could reword your objectives to divide in different ways.

By function type
1. Facility operations (E1-9)
2. Facility management (M1-4)

By category
1. Inputs (C1-5)
2. Outputs (O)
3. Performance (P)

By supply chain performance (AQE)
1. Availability
2. Quality
3. Efficiency

Secondly, you could instead focus your dissertation on a specific area of EVM findings. This might enable you to do a more in-depth analysis of the topics you are most interested in. For reference, I've mapped your original objectives to the associated EVM criteria / categories.

Specific Objectives
1. To assess the effectiveness of temperature control systems for vaccines and diluents in the region (E2 Temperature management)
2. To assess the effectiveness of vaccine stock management systems and procedures (E6 Stock management)
3. To assess the effectiveness of distribution of vaccines between each level in the supply chain (E7 Distribution of vaccines and dry goods)
4. To assess the effectiveness of adoption and implementation of appropriate vaccine management policies and procedures by facilities (C5 Policies & procedures)
5. To assess the effectiveness of information systems and supportive management functions (C3 Information technology, M3 Supportive supervision)
6. To assess the knowledge of vaccine handlers at service delivery points on vaccine temperature and handling expected outcomes (C4 Human resources, specifically C4.3 Knowlege & understanding)

Another point to note is that you will need to exercise caution if you will be comparing EVM1 and EVM2 scores. You can certainly do that at the criterion level (E1-8 only), for example "E2 scores were 50% using EVM1 and 90% using EVM2", but if you want to do a detailed analysis of specific EVM2 requirements you will need to map EVM2 requirements to their most closely associated EVM1 question(s). This will involve some extra work, but if you are clear what you wish to compare between EVM versions it can certainly be done.

If you want to go for the first option, I would suggest not using the AQE division, as this is more appropriate for assessing the performance of an entire supply chain, not just two levels of one.

If you want to go for the second option, I think you are free to focus on any aspects you wish. Even choosing one category or one criterion will be enough.

I agree with the supervisor's concern. Again, submissions from other comrades here are great and i share same especially that of Dan.

I guess you will need to be very clear what you intend to achieve as the intended task will provide you more than you will require for a Master thesis.

Have you peruse previous reports on EVMA conducted in Ghana ? Are you also aware of new methods and tools for conducting a standardised EVMA ?

Anyway, for your information plans are underway to conduct a nationwide EVMA for the country.
