Modibo Dicko (mailto:[email protected]) from WHO/AFRO makes the following
comments and suggestions about the self-diagnostic tool previously circulated.

Robert,
Mike Favin is unfortunately no different than all present or past EPI
managers. Indeed he puts quantity (coverage) ahead of quality (safety) as
they all do! Thus vaccination safety doesn't have any criteria for
evaluation in this self-diagnostic tool .
Therefore I suggest adding the following three criteria:
A) Only AD syringes are used for all vaccinations.
B) There is no shortage neither of AD syringes or safety boxes.
C) Used AD syringes are neither burnt in the open air or thrown into
garbages or in the nature (sea included).
This would make 15 criteria instead of 12. It is not asking too much isn't it?
We could add one criteria on AEFI surveillance but it is not really worth
at this point as no country would meet it (at least in Africa!).
Thanks to Mike for this brief and clear tool! I am convinced that he is no
Marxist believing in the "law of transforming quantity into quality!"
Modibo
