Under the direct supervision of the Chief of the Solomon Islands Field Office and general guidance by the Chief of Health & Nutrition, UNICEF Pacific based in Suva, Fiji, the MCH Specialist supports the development and preparation of the health programme and is responsible for managing, implementing, monitoring, evaluating, and reporting the programme progress of a sector of the health and nutrition programme including immunization (e.g. gender, maternal, neonatal, child survival/development) within the country programme.
The MCH Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results-based-management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework.

BACKGROUND
The Big Catch-Up (BCU) is a global initiative launched in April 2023 to close gaps in vaccination coverage caused by the decline in vaccination during the COVID-19 pandemic, restore global vaccination levels and strengthen systems vaccination so that catch-up activities become an integral part of vaccination programs. Countries use various approaches to catch up with unvaccinated or undervaccinated children, such as routine service delivery, Periodic Intensification of Routine Immunization (PIRI) and Supplementary Immunization Activities (SIA). However, a significant challenge is that routine information systems, including vaccination recording and reporting tools, are often not yet suitable for capturing catch-up vaccinations.
TASK AND DELIVERABLES TASKS
Gather all documentation relating to the BCU;
- Adaptation of standards, guidelines and tools for recording and reporting vaccinations;- Integration of the Big Catch-up into existing vaccination strategies (acceleration weeks, advanced strategies);- Support micro-planning of children's recovery activities;- Weekly sharing of preparation, adaptation of tools and micro-planning; - Adaptation of the BCU implementation instruments, in particular those for reporting and investigating AEFIs;- Adaptation of training materials for trainers, supervisors and vaccinators; - Support the preparation and training of trainers; - Follow the training cycle in low-performing regions; - Support the preparation of the BCU daily bulletin.
DELIVERABLES
Adapted vaccination recording and reporting standards, guidelines, and other related tools
All BCU preparation and implementation tools adapted and adopted;Adapted training materials and training carried out on time; National microplanning done at all levels;The Big Catch-up integrated into existing vaccination strategies (acceleration weeks, outreach strategies)

The National Technical Officer will work under the direct supervision of Medical Officer (EPI & VPD Surveillance), WHO and will be responsible for the following tasks in close collaboration with HMIS team on:
1) assist HMIS on the individual health record for immunization in development and integration with DHIS 2 platform, trainings to states/regions and township level focal persons and to monitor the implementation of the activities
2) ensuring the smooth functioning of health information system for all public programs including immunization program
3) development of consumption reports (focusing on immunization program) for service delivery points; and set up the reporting mechanism through the DHIS2
4) formulation of linkage and integration between existing vaccination management information system and the routine immunization information system.
5) expanding the use of DHIS2 for reporting from partners’ organization.
6) Strengthening data quality assurance activities i.e. conduct regular data quality check, timely feedback and remedial actions, etc.
7) Data analysis and preparation of necessary reports.
8) organizing meetings and trainings and providing technical assistance to facilitate the meetings and trainings.
9) promoting data use for planning and decision making at different levels of health system.
10) Perform other duties as may be assigned by the supervisor(s).
