The CashPoP Core Toolkit contains eight working tools to support countries through the main stages of the CashPoP process:

• T0 Prep Checklist: An Excel template to help country teams identify the documents and data required for the CashPoP process, link each item to the specific step it supports, and track collection status. Items are classified as must-have, important, or helpful.
  
  
• T1 Stakeholder and Governance Map: An Excel template that maps key stakeholders who shape the prioritization decision, their role, interest and influence, and how to engage them.
  
  
• T2 Country Workplan: An Excel template to support country teams in planning the cash prioritization process week by week, with activities, owners, dates and status.
  
  
• T3 Framing Note: A Word template for recording, at the start of the process, the strategic goals, must-haves, red lines, decision rules and assessment criteria agreed with leadership.
  
  
• T4 Bottleneck-to-Solution Map: An Excel template that links the main program bottlenecks to the relevant Gavi investment areas and flagships.
  
  
• T5 Combined Workbook: The core Excel workbook for the CashPoP exercise, bringing together activity identification and prioritization, costing and budgeting, activity optimization, geographic prioritization, and scenario development and assessment. The workbook is macro-enabled and requires Microsoft Excel 365 or Excel 2021 (Windows or Mac), with macros enabled. It is not supported in Excel Online or Google Sheets.
  
  
• T6 Scenario Summary: A PowerPoint template for presenting scenarios and their implications to senior leadership.
  
  
• T7 Decision Record: A Word template that captures the decision, rationale, trade-offs and conditions, and the inputs to the Gavi application. The lite process uses the preparation/framing tools and the core prioritization and costing functionality. The full process adds optimization, geographic prioritization and scenario development, depending on country scope and readiness. The User Guide and the “How to use” tab in the workbook provide further instructions.

The Core Toolkit is part of the Gavi 6.0 Cash Prioritization (CashPoP) Toolkit, which supports countries to make transparent, evidence-informed decisions about how to use the cash available to them under Gavi 6.0.
