Resource WHO-UNICEF guidelines for developing a comprehensive multi-year plan (cMYP)
Purpose The cMYP is the strategic plan for the national immunization programme, based on previous findings, and outlines the objectives, strategies and activities for the next strategic period.
Content Comprehensive Multi Year Plan (cMYP) is a strategic plan for the national immunization programme, which based on the situation analysis in the country, outlines objectives, strategies and activities for the next 5 years. Moreover, it includes costing and financial analysis and monitoring and evaluation frameworks. In the guidelines for cMYP there are two parts: programme planning and costing. The costing part is done using a costing and financing tool that helps countries assess current and future programme costs. The cMYP guidelines are currently under revision. A cMYP is required for Gavi countries, therefore a large number of countries have the document. cMYP provides details on many aspects of the immunization programme, and provides a predominantly qualitative overview of the strengths and weaknesses. Includes information on immunization coverage, new vaccines introductions, programme management, vaccine delivery logistics, storage capacity, human resources limitations, other immunization system components, etc. The reports include a SWOT analysis, which highlights some of the barriers to immunization. Meanwhile, the costing tool provides extensive information about the cost of each part of the immunsation programme, potential funding gaps and sustainability.
Use •To be used if report available at the country level.
•Does not require user input. This is an assessment that would have been conducted before. It shouldn't be conducted just for the purposes of informing a criterion for CAPACITI, as it is resource intensive. Make note of when it was published.
Contraints/Limitations •Despite the template for cMYP there is a high variation in the quality and details of the reports across countries, depending on information available.
Example criteria this resource could address While the cMYP might not provide directly data for the decision-making, it is important to review it to understand whether the decision under consideration is aligned with the long term strategic objectives and goals of the national immunisation programme.
If available, notes on the development process Developed by the country. Although there are development guidelines, the quality will be context specific.
